Johnson Co.: LAW DAY: Judicial Diversity

The League of Women Voters of Johnson County has taken on an ambitious project to help young people learn how diversity in the judiciary is essential in good government. Cooperating with the Johnson County Bar Association, the League of Women Voters of Johnson County would like to sponsor students and their parents to participate in Law Day on Tuesday, May 3, 2011, at the Johnson Co. Courthouse, from 5:00 to 9:00 p.m.

The bench in most courts is overwhelmingly populated with white males while many defendants represent a wide range of minorities, ages, and socio-economic status. Only 17% of the 265 judges in Kansas are women even though 50% of law school graduates are female. Only 1.5% are African American and 1.5% are Latino. There is only one Asian judge and not Native American judges. A fair and diverse judiciary is critical and should reflect the community it serves.

But judges just don't happen. First, they need to graduate from high school with grades and ability good enough to be accepted and to succeed in college. After those 4-5 years, 3 years of law school follow. Judges must serve as lawyers for a period of time, usually at least 3 years, to qualify for judgeships at any level.

With this timeline, it makes sense to work backward and to begin informing young people in middle school about this career path and encouraging them to pursue an academic path that will make a judgeship possible.

Letters are being sent to principals of area middle schools inviting students to the event. LWV JoCo will reimburse school districts up to $400 to help defray transportation costs. Principals were also sent registration forms. Contact Carisa DeAnda with questions about this event.

High School students did research, prepared a report, and will summarzed their work at the Salina Public Library's Community Learning Center. Their talk is entitled "The Eisenhower Roots of Judicial Diversity: Race and Gender," sponsored by the Salina League of Women Voters. This event will be 7 p.m. Wednesday, January 12, 2011, at the Salina Public Library's Community Learning Center, at 308 W. Elm.

Salina: LWV-Salina Annual Meeting featuring Kansas Judge Eric Rosen, KS Supreme Court

Due to a scheduling conflict, Justice Eric S. Rosen presented in place of Justice Carol Beier as keynote speaker of the Salina League of Women Voters (LWV) annual meeting. His presentation was FREE and OPEN TO THE PUBLIC.  The Salina LWV especially invited members of the Saline-Ottawa County Bar Association. 

Eric Rosen was born in Topeka in 1953. He has a Bachelors and Masters Degree with honors from KU. His law degree is from Washburn in 1984. Before becoming a judge, he worked in both the District Attorney's andthe Public Defender's offices in Shawnee County, served as Associate General Counsel for the Kansas Securities Commissioner and was a partner in the law firm of Hein, Ebert and Rosen.  He served 12 years as a Shawnee County district judge before being appointed to the Supreme Court in 2005. He has also served on the Kansas Sentencing Commission.  He received the Attorney General's Victim Service Award for Outstanding Judge as well as many other awards and honors, and serves in many community organizations.  Read his full biography on-line.

Salina: Membership Event featuring 10th Circuit Court of Appeals Judge Deanell Tacha

Event:  Speaker Chief Justice Deanell Reece Tacha, United States Tenth Circuit Court of Appeals Judge Tacha

Tacha grew up in Scandia, Kansas, a tiny town (population 377) just west of Belleville. She will discuss her life story and the value of judicial diversity. The Tenth Circuit hears federal appeals cases in Denver, CO, from the states of Kansas, Oklahoma, New Mexico, Colorado, Wyoming and Utah, as well as the portions of Yellowstone National Park in Montana and Idaho.

Emporia: The Contsitution, Dead or Alive?

Jack Focht has practiced law for almost 50 years. He will speak on the two main legal philosophies of the US Constitution, whether it is static (dead) or dynamic (alive).

Students will be able to electronically register to vote a half hour before the event starts. Refreshments will be served.  This event is supported (in part) by a grant from the Transparency and Integrity Fund of the Open Society Institute.

Constitution Week was established by Congress in 1956, to begin each year on September 17, the date in 1787 when delegates to the Convention signed the Constitution. The Consolidated Appropriations Act of Fiscal Year 2005 designated September 17 of each year as Constitution Day and requires public schools and governmental offices to provide educational programs to promote a better understanding of the Constitution. Johnson Co.: To Tax or Not to Tax: The impact of exemptions on businesses and taxpayers

Kansas is experiencing difficult financial times, and unemployment and economic weakness continue to depress revenues making balancing the state budget an ever greater challenge. Alternative sources of revenue have been proposed, among them the elimination of some or all sales tax exemptions granted by the state. LWVKs: Fall League Day in the CapitalFall League Day in the Capital

The Kansas League will hold a Secretary of State Forum in Topeka as a part of Fall League Day.

The event will be timed at one hour, with Prof. Bob Beatty, Political Science Department, Washburn University, as Moderator. Questioners will be a panel of three: Kelli Stegeman of KSNT, Channel 27/NBC affiliate;Ric Anderson of the Topeka Capital-Journal; and Brooke Goc, president of LWV-Lawrence. Questions will be allowed from the audience--written on cards and passed in.
     The Republican candidate, Kris Kobach, is the author of the Arizona immigration law that is currently being
challenged in courts. The Democratic candidate Chris Biggs was appointed by Govenor Parkinson to fill a vacancy when R. Ron Thornburgh resigned to take a position in the private sector.

Salina: Judicial Diversity Forum II

A panel of judges will provide a second judicial forum for college students on Thur., Oct. 7, 7pm at Kansas Wesleyan University, Peters Science Hall.  Our judges include Judge Joe Johnson, Shawnee County District Court; Judge Maritza Segarra of Geary County District Court; and Judge Jennifer Jones of Wichita Municipal Court. Topeka: Candidate Forums for 2nd Congressional District & Secretary of State, videotapings

The League of Women Voters of Topeka-Shawnee County is co-sponsoring a televised candidate forums with KTWU public television. Secretary of State candidates are Chris Biggs (D) and  Kris Kobach (R) . Second Congressional District candidates are Lynn Jenkins, R-Topeka, and Cheryl Hudspeth, D-Girard.

Topeka: Seeking a Diverse Judiciary in Kansas

Prof. Jeffery Jackson, law professor at Washburn University, Topeka, and Gwen Elliott, president of LWV-Topeka and Shawnee County, will address the Women Attorneys' Association concerning the topic of judicial diversity and the League's involvement with its promotion. Prof. Jackson will present some of the results of new research that he and two of  his law students have been doing on women judges in Kansas.
